No User on initialize clean database

Description

When starting DATAGERRY with a fresh / clean database, an admin-user is always created to access DATAGERRY. Currently we cannot create an admin-user.

Starting system with following parameters:

{'keys': False, 'debug': False, 'start': True, 'config_file': '../etc/cmdb_dev.conf'}

The following error message appears:

In fact no admin and no user group could be created, because a wrong return value was set.

Fixed in

Can you test the user management with this fix again in one go? I have tested everything and it looks good, but to be on the safe side.
